Community engagement has been essential to shaping The Heights from the very beginning. This redevelopment is more than a physical transformation, it’s a reflection of the people who live, work and dream on Saint Paul’s Greater East Side. Through inclusive and ongoing public input, local residents helped define the mission and core values of The Heights, ensuring that the project reflects their aspirations for sustainability, equity and opportunity. The result is a shared vision grounded in environmental stewardship, economic vitality and cultural recognition; a blueprint for a neighborhood that honors its past while building a brighter, more resilient future.

After The Heights’ Master Plan was approved, the Saint Paul Port Authority began its job to bring its plan to life. SPPA brought together members of the Greater East Side community to gather insights and feedback that guided development decisions.
Public art
The Public Art Workgroup aimed to shape a vision for creative expression at The Heights by identifying meaningful neighborhood stories and exploring how public art can bring them to life.
outdoor spaces
The Outdoor Spaces Workgroup focused on goals for trails, gathering places and green infrastructure, helping ensure outdoor amenities reflect resident values and needs.
housing
The Housing Workgroup worked to define what types of homes would best serve the community—emphasizing inclusivity, affordability and long-term stability for a diverse mix of individuals and families.
urban design
The Urban Design Workgroup established guiding principles for the site’s physical form, shaping how streets, blocks, buildings and public spaces work together to create a lively, walkable neighborhood.
sustainability
The Sustainability Workgroup developed goals to achieve carbon neutrality at The Heights, focusing on innovative energy systems, climate resilience and long-term environmental stewardship.


The New City Park at The Heights is in Development
The City of Saint Paul’s Department of Parks and Recreation is currently working on the visioning, planning and development of the 5-acre park within The Heights. This park will serve the community within and around the neighborhood. View the latest concepts and information from the Parks team.
