Public art is a vital piece of how The Heights will reflect, celebrate, and connect the diverse voices of Saint Paul’s East Side. In Spring 2023, the Saint Paul Port Authority partnered with Forecast Public Art to lead a community-driven process to shape the role of art at The Heights.
Through Phase One, Forecast kicked off the effort by facilitating four Public Art Workgroup meetings. These sessions brought together residents from Saint Paul and Maplewood to explore the stories that matter most — from honoring Indigenous heritage to amplifying the neighborhood’s vibrant, multicultural present — and how those stories could come to life through public art. The themes identified are now included in the Phase One Report.
Phase Two (June–August 2023) focused on sharing preliminary findings and gathering feedback to shape final recommendations. Phase Three (July–August 2024) centered on selecting the artists who will begin bringing this shared vision to life.
The Heights public art it will create belonging, celebrate identity, and ensure the neighborhood’s spirit is visible in every mural, sculpture, and installation.
